Expired Work Permit Holders: Individuals who held a valid work permit on May 7, 2024, but it has since expired, can also be eligible. They need to have submitted applications for a new work permit and an extension or restoration of their temporary resident status. Similar supporting documents from the provincial or territorial authority and employer are required.

Pending or Approved Work Permit Extension: Candidates whose work permit extension application is pending or approved under paragraph 186(u) of the Regulations can apply for an OWP. They must meet the same requirements as the previous two categories.
