Alberta Immigrant Nominee Program (AINP)
The Alberta Immigrant Nominee Program (AINP) is Alberta’s Provincial Nominee Program. Through this program, prospective immigrants with the right mix of skills and work experience needed by the province may receive an Alberta Provincial Nomination Certificate.
The AINP consists of the following immigration streams:

NOTE: The Strategic Recruitment Stream and Employer-Driven Stream were terminated on June 14, 2018.
NOTE: From October 1 , 2020 onwards, AINP launched a new online portal to facilitate the application process for the Alberta Opportunity and Express Entry streams.
Applicants for the Alberta Express Entry stream should receive authorization from AINP to enter the portal.
There is a $500 processing fee for all applications submitted through the AINP online portal on or after October 1, 2020. The processing fee does not apply to those applicants who have applied to the Opportunities Stream and Alberta Express Entry Stream by mail on or before October 1, 2020.
Alberta Opportunity Stream
The Alberta Opportunity Stream (AOS) giving the oppercunity for you to became a Canadian permanent residence. If you are a foreign nationals working in Alberta and international graduates who have completed their studies at an approved Alberta post-secondary institution this is best option for you.
Individuals interested in the AOS should meet the eligibility requirements for the following areas:
The AINP will introduce further changes to the Alberta Opportunity Stream between 2019 and 2021.
- Residency status and work permit requirements;
- Language;
- Education;
- Work experience in an occupation that is not part of the ineligible occupations list; and
- Income level.
International Graduates of Alberta Post-secondary Institutions
International students can take this options of the Alberta Opportunity Stream if they have completed their studies at an approved Alberta post-secondary institution and are employed in Alberta on a Post-Graduation Work Permit.
The AINP urges student applicants who demonstrate education and skills that are matching with Alberta’s labour market needs to make use of the AOS.
To apply, international students should :
- You should have at least six months of work experience in Alberta in an occupation related to their field of study (this is less than the requirement for other applicants).
- You need to meet the same minimum language and income requirements listed on this page.
It is important to note that international students who have studied in other Canadian provinces will not be eligible for the AINP as Post-Graduation Work Permit holders. They can, however, be considered for the program if they have a different type of work permit.
Residency Status and Work Permit Requirements
Applicants to the AOS should meet the following residency requirements both at the time their application is postmarked and at the time their application is assessed:
- You need a valid temporary resident status in Canada that authorizes eligibility to work in Canada (i.e. temporary foreign worker);
- Residency status considered ineligible under the AOS includes:
- Refugee claimants or individuals involved in a federal appeal or removal process;
- Temporary residents residing or working in other Canadian provinces; or
- Foreign nationals residing or working in Canada without a valid temporary resident status.
- Residency status considered ineligible under the AOS includes:
- You need a valid work permit (not implied status or restoration status) for an eligible occupation based on either:
- a positive Labour Market Impact Assessment (LMIA);
- a LMIA exemption for workers covered under international trade agreements, Intra-Company Transferees, or people taking part in International Experience Canada, as determined by Immigration, Refugees and Citizenship Canada (IRCC); or
- a LMIA exemption as a Post-Graduation Work Permit (PGWP) holder. The applicant must:
- have met the requirements for graduation from an Alberta Advanced Education approved credential issued by an Alberta Advanced Education approved Alberta public and private post-secondary institution.
- currently be in an occupation related to his or her field of study in Alberta.
- Note: For applicants admitted and enrolled in an Alberta-approved post-secondary credential program on or after April 1, 2019, their current occupation must also be related to their previous undergraduate or graduate field of study outside Canada.
Language Proficiency
You need a minimum of Canadian Language Benchmark (CLB) score of 4 in either English or French for each language skill: listening, reading, writing and speaking in English or French for Applaying to the AOS
However, individuals applying under NOC code 3413 (Nurse aides, orderlies and patient service associates) require a minimum of CLB 7 in English or French.
Note: On January 1, 2020, candidates in NOC 0, A and B occupations will need a minimum of CLB 5 in each language skill.
Education Requirements
At the time of applying for the AOS, individuals should have completed at least a Canadian high school diploma or equivalent in their country of origin. The highest level of foreign education must be verified through an Educational Credential Assessment (ECA) from an IRCC-recognized organization that confirms the education requirements are met.
ECAs not need from the applicants with a Canadian degree, diploma or certificate from a recognized Canadian post-secondary, technical college or secondary institution. ECAs are also not required from applicants with work experience that qualifies an individual for the AINP in a compulsory or optional trade and who have a valid Alberta Qualification Certificate or trade certificate that is recognized by Alberta Apprenticeship and Industry Training.
A Post-Graduation Work Permit holder applying for the AOS should meet the requirements for graduation for an Alberta Advanced Education approved credential issued by an Alberta Advanced Education-approved post-secondary institution in the province.
Note: As of July 10, 2018, the AINP says if an applicant who has been admitted to an Alberta Advanced Education approved post-secondary program before April 1, 2019, may be eligible to apply to this stream.
Note: Starting January 1, 2021, applicants (excluding Post-Graduation Work Permit holders) will be required to have completed at minimum a high school level education (equivalent to Alberta standards) to be considered for the AOS.
Work Experience Requirements
Note: ‘Current occupation’ refers to the occupation an individual is working in at the time of the application.
Individuals interested in submitting an application to the AOS must meet the following work experience conditions:
- The applicant should currently be employed in the occupation listed as his or her ‘current occupation’ when submitting to the AINP.
- The applicant must be working in an occupation that matches his or her work experience at the time of applying and at the time the AINP processes the application.
In order to meet the work experience requirements for the AOS, individuals must:
- have a at-least of 12 months of full-time work experience in the ‘current occupation’ in Alberta within the past 18 months; or
- have a minimum of 24 months of full-time work experience in the ‘current occupation’ in Canada and/or outside Canada within the past 30 months
- This work experience can be a combination of experience gained in the province of Alberta, in Canada (outside Alberta) and/or outside Canada.
If an applicant is a Post-Graduation Work Permit holder, he or she:
- Should have a minimum of six months full-time work experience in his or her current occupation in Alberta within the past 18 months, and
- Should currently be in an occupation related to his or her field of study in Alberta based on an approved Alberta educational credential from an Advanced Education-approved Alberta post-secondary institution. Also, if the applicant has completed an Advanced Education-approved one-year post-graduate certificate, the occupation must also be related to his or her previous undergraduate or graduate field of study Canada.
In addition to meeting the time frame requirements above, the work experience:
- must have been full-time, for a minimum of 30 hours/week (part-time work will not be considered);
- must have been in the same occupation as the ‘current occupation’ listed in the application;
- must have been authorized by Immigration, Refugees and Citizenship Canada and with valid temporary resident status if completed in Alberta or Canada;
- cannot be completed while studying in Canada and doing co-op work placements or internships as part of a study program.*
*Post-Graduation Work Permit holders who have work experience from paid co-op placements as part of study program at an Alberta post-secondary institution may use that experience as part of the work experience requirement. For these applicants, the work experience should meet the following conditions:
- paid co-op work term must have been full-time (minimum of 30 hours per week).
- The work experience must be directly related to a Post-Graduation Work Permit holder’s ‘current occupation’.
- The work experience must have been in Alberta.
Job Offer Requirements
To apply for the AOS, an applicant should have a valid job offer from an Alberta employer to work in his or her current occupation. The applicant must be working full-time for the employer in Alberta. Also, the applicant must possess the required licensing, registration or certification to work in his or her current occupation in Alberta.
The job offer must:
- be for continuous, paid work, full-time work, defined as a minimum of 30 hours/week for 12 months or more for an eligible AINP occupation;
- be signed by the applicant and the Alberta employer;
- offer employment for 12 months or more;
- offer work in the applicant’s current occupation; and
- offer work in an eligible AINP occupation for which an applicant has a work permit that meets the AINP work permit requirements.
Job offers for the following conditions are considered ineligible:
- part-time employees, regardless of their working hours;
- independent contractors, business owners or temporary agency workers, including individuals listed as Directors, Shareholders or Agents of the Alberta employer on the Corporate Registry System (CORES);
- employees who work in Alberta in a place of employment that is not zoned for commercial or industrial operations, such as a home-based business; or
- employees who do not work on premises in Alberta, such as those who work in a “virtual” location or serve the employer by telecommuting from a location outside Alberta.
Occupation Requirements
At the time of applying, individuals must be working in an eligible occupation in Alberta that matches their previous work experience.
Post-Graduation Work Permit holders with an with an approved Alberta Advanced Education approved post-secondary credential issued by an Advanced Education approved Alberta public and private post-secondary institution need to be employed in an occupation related to their field of study in Alberta.
Applicants who have completed an Alberta approved one year post-graduate certificate must be employed in an occupation related to their previous undergraduate or graduate field of study outside Canada.
Most occupations under the National Occupational Classification (NOC) skill levels 0, A, B, C and D are eligible under the AINP.
Ineligible Occupations List
The AINP provides two ineligible occupations lists for applicants to the AOS. The first list applies to all applicants to the stream and the second list applies to all applicants to the AOS who are on a Post-Graduation Work Permit.

There are additional occupations that are considered ineligible for applicants on a Post-Graduation Work Permit. These occupations are not in demand in Alberta and can be filled by Albertans and Canadians. If the applicant’s occupation is on the Government of Canada’s list of high-wage and low-wage occupations in the province of Alberta, he or she is not eligible to apply.
Income level Requirements
NOTE: The Alberta Immigrant Nominee Program removed the minimum income requirement for the Alberta Opportunity Stream, effective November 1, 2018. This change will be applied to all applications issued to the program since June 14, 2018.

Alberta Express Entry Stream
This stream allows the Government of Alberta to nominate eligible candidates from Canada’s Express Entry system. A successful nomination under this stream results in 600 additional Comprehensive Ranking System points.
AINP selection process -Express Entry Candidates
International applicants can only apply to the Alberta Express Entry stream after receiving a Notification of Interest (NOI) letter from the province. Eligible candidates will be contacted directly by the AINP through their Express Entry profile.
Only those Express Entry candidates who receive an invitation, or NOI letter from the AINP can submit an application for a provincial nomination under the Alberta Express Entry Stream.
The AINP will choose candidates depends on the self-declared information in their Express Entry profile.
You will may receive a NOI if you:
- Have an active Express Entry profile in the federal Express Entry pool;
- Have stated an interest in immigrating permanently to Alberta;
- Are working in an occupation that supports Alberta’s economic development and diversification; and
- Have a minimum CRS score of 300.
In addition, the AINP is more likely to select candidates with one or more adaptability factors. The candidate must:
- Have a valid Alberta job offer and/or work experience; and/or
- Be a graduate of an Alberta post-secondary institution with a valid Alberta job offer; and/or
- Have Parent, child, brother and/or sister who is a permanent resident living in Alberta, or a Canadian citizen living in Alberta.
Candidates must receive an request over mail to submit an application to apply to the stream .
The below Factors that may decrease the chances of receiving a NOI letter include:
- An Express Entry profile that expires in three (3) months or less.
- Work in an occupation:
- a. on the list of High-wage and low-wage occupations in the province of Alberta set out on the online Government of Canada Refusal to Process a Labour Market Impact Assessment list;
- b. on the Alberta Opportunity Stream Ineligible Occupations list; or
- c. that has a high volume of submissions across all AINP stream.

Streams for entrepreneurs:-
1. International Graudate Enterpreneur Immigration Stream
International graduates of approved Alberta post-secondary institutions who wish to start a business or buy an existing business can submit an Expression of Interest (EOI).
Eligibility criteria
For aplying this stream, candidates must meet the following criteria:
Education :- Have completed at least two years of full-time education in Alberta, resulting in a degree or diploma from a designated post-secondary institution in Alberta. Completion of program of study must result in a Post-Graduation Work Permit.Check the list of designated post-secondary institutions in Alberta.
Work permit :- You need a Post-Graduation Work Permit (PGWP) valid for at least 2 years at the time of your Expression of Interest (EOI) submission.
Language :- You need a minimum Canadian Language Benchmark (CLB) level of 7 for each English language skill or Niveaux de compétence linguistique canadiens (NCLC) of 7 for each French language skill: reading, writing, listening and speaking. Official test results must be less than 2 years old at the time your EOI is submitted. AINP only accepts the following language tests:
- Canadian English Language Proficiency Index Program (CELPIP) General Test
- International English Language Testing System (IELTS) General Training Test
- Test d’évaluation de français (TEF) Canada
- Test de connaissance du français (TCF) Canada
Check the federal guideline on CLB/NCLC equivalency for each of the tests.
Business Establishment :-You should establish a new business or buy an existing business in Alberta with a at least 34% ownership. The proposed business type must not be on the list of ineligible businesses.
Business Partners must be Canadian Citizens or Permanent Residents.
Work experience :-You need a minimum of 6 months of full-time work experience that can be a combination of actively managing or owning the business or equivalencies. Equivalencies include experience with a business incubator or business accelerator, or completion of entrepreneurship program courses.*
* Approved post-secondary institution (PSI) entrepreneur programs and suggestions for work experience equivalencies may include:
- Aboriginal Entrepreneurship
- Artisan Entrepreneurship
- Culinary Entrepreneurship
- Entrepreneurship
- Bachelor of Commerce – Entrepreneurship and Innovation
- Bachelor of Commerce – Small Business and Entrepreneurship
- Master of Business Administration – Innovation and Entrepreneurship
Note: There are several entrepreneurship courses and programs available through different post-secondary institutions in Alberta but not all courses will be considered for work experience equivalencies. In general, courses that are extracurricular and not part of a formal academic program may not be eligible for consideration as work experience equivalencies.
The following factors that increase your chances
If you have one or more of the following adaptability factors, this may increase your likelihood of receiving a Request to submit Business Application:
Economic Benefits :- Can provide economic benefit to Alberta through:
- job creation
- economic sector
- business location (for example, rural)
- business succession
- investment
- developed intellectual property
- partnership or support from business incubator/accelerator, venture capital or angel investor
Age :- 21 to 49 years
Spouse :- Your spouse or common-law partner has at least one of the following:
- at least 1 year of continuous full-time employment in Alberta
- completed at least 2 years of full-time study at a post-secondary institution in Alberta
- a minimum level CLB 5 in English or NCLC 5 in French in all 4 language abilities (Reading, Writing, Listening, Speaking)
Alberta relative :- You, or your spouse or common-law partner, have one or more of the following relatives living full-time in Alberta: father, step-father, mother, step-mother, child, step-child, sister, step-sister, brother, step-brother
Ineligibility :- You are not eligible to apply under IGEIS if
- You have an active nomination which has not expired and/or is eligible for extension under another AINP stream. Candidates are only eligible for one AINP Nomination Certificate.
- You have been issued a letter on a previous AINP application that stated you are not eligible to re-apply to the AINP for a specified period of time. If you apply during the specified period, it will be declined.
- You have had a removal order issued against you by Immigration, Refugees and Citizenship Canada (IRCC) or Canada Border Services Agency. The AINP does not intervene in the federal refugee claim, appeal or removal process.
- You are a foreign national living or working in Canada with no valid temporary resident status.
- Your business is on the list of ineligible businesses below.
Eligible businesses
Business operations that began before submitting an EOI may not be eligible and do not guarantee EOI pool selection or AINP approval. It is your responsibility to ensure your proposed business meets the criteria for eligible businesses. If it is not an eligible business or does not properly demonstrate a significant economic benefit to Alberta, there is a chance your Business Application may be declined.
Business should have the potential for creating economic benefit to Alberta, as assessed by the AINP. A proposed business must align with the following general requirements to be eligible under the IGEIS:
- The purpose of the proposed business must be to make a profit from active or earned income, not passive income, through the sale of goods and/or provision of services.
- The proposed business must comply with any applicable federal, provincial or municipal legal, regulatory or licensing requirements that govern its operation. This includes Alberta labour laws, including but not limited to employment standards, occupational health and safety and labour relations legislations.
- The proposed business should have a physical place of business in Alberta at all times.
- For franchises, the ownership requirements and all other program criteria are the same as for other businesses. Candidates must also provide proof that they have received support from the master franchisor to operate a franchise location.
- You must own at least 34% of the business. You are required to reside in Alberta and be involved in the day-to-day management of the business. You may not do this remotely, or from another Canadian province or territory or from another country and you are required to demonstrate residence in Alberta while on a work permit.
Ineligible businesses
- Any business in contravention of the Immigration and Refugee Protection Act and Regulations (for example, immigration-linked investment schemes or passive investment).
- Businesses without a value-add economic component, including:
- pay day loan, cheque cashing and related businesses
- businesses trading in used goods
- Businesses that would be considered passive investment and/or lack active management, including
- property rental, investment and leasing activities
- real estate development/brokerage, insurance brokerage or business brokerage
- coin-operated businesses, including laundromats and car wash operations
- Project based or seasonal businesses
- Home-based businesses, including bed-and-breakfasts and lodging houses
- Businesses that are part of a succession plan. This includes businesses that:
- are owned/operated by a close relative of the candidate
- were previously owned/operated by a current or former AINP entrepreneur stream candidates/nominees within the past 4 years
- have changed ownership in the past 3 years prior to IGEIS application
- Businesses involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services.
- Any other type of business that by association would tend to bring the AINP and the Government of Alberta into disrepute.

Self-Employed Farmer Stream
This stream allows individuals with farming experience and personal funds to purchase and develop a farm in Alberta to apply for permanent residence. Successful applicants are farm owners/operators who plan to live in Alberta in order to purchase and manage their farming business.
Eligiblity factors :-
Applicants to the Self-Employed Farmer stream should meet the following criteria at the time their application is mailed to the AINP and at the time of assessment by the AINP. Meeting this criterion does not guarantee a nomination or permanent residence.
Farm management skills :- Applicants must prove that they have farm management skills.
Proof of this may include, but is not limited to:
- financial documentation of an existing farm business
- documentation of education, training and work experience
- a proposed business plan for the farming enterprise you are considering in Alberta
- proof that a Canadian financial institution is willing to finance your proposed farming business
financial criterias :-
Applicants must be able to invest a minimum of CDN $500,000 of equity in a primary production farming business in Alberta.
Documents must be provided that show a minimum net worth of CDN $500,000, or confirmation of the ability to access a similar amount of funds from other sources.
Applicants may be required to show the ability to invest more than the minimum.
Primary production investment
Applicants must document their investment plans in a proposed business plan.
Applications representing the best opportunity for growth relevant to Alberta’s agri-food targets will be given priority.
Ineligible applicants:-
The following individuals are not eligible to apply under the AINP Self-Employed Farmer Stream:
- refugee claimants, or individuals involved in a federal appeal or removal process; it is not the mandate of the AINP to intervene in the federal refugee claim, appeal or removal process.
- live-in caregivers currently living in Canada
- temporary foreign workers working and residing in a province other than Alberta
- international students studying in Canada, including students doing co-op work placements or internships as part of their study program

Foreign Graduate Start-Up Visa Stream
The Foreign Graduate Start-Up Visa Stream (FGSVS) is an economic immigration program for qualified foreign educated graduates from outside of Canada who wish to launch start-up enterprises and innovative businesses in Alberta.

Business establishment :- You need a minimum of 34% ownership if the business is located in an urban centre or a minimum of 51% ownership if located in regional area outside Calgary and Edmonton Census Metropolitan Areas (CMAs)
Business investment:- A minimum level of investment from candidate’s (or spouse or common-law partner) own equity or from a recognized Canadian financial institution, venture capital, or angel investment firm prior to coming to Alberta. The mandatory minimum investment for an urban centre is $100,000 while the mandatory minimum investment for a regional area is $50,000. Higher levels of investment prior to coming to Alberta will be awarded more points. Points are awarded for urban centre or regional area, not both.
Letter of recommendation :- You need a letter of recommendation from an AINP-approved designated agency.
Settlement funds:- Candidates must demonstrate that they have the funds needed to set up their business and support themselves while they are on a work permit and launching their start-up.Minimum settlement funds requirements will be based on the Low Income Cut-Offs (LICOs)

Ineligibility – FGSVS
You are not eligible to apply under FGSVS if:
- you have an active nomination, which has not expired and/or is eligible for extension under another AINP stream – candidates are only eligible for one AINP Nomination Certificate
- you have been issued a letter on a previous AINP application that stated you are not eligible to re-apply to the AINP for a specified period of time – if you submit an application during the specified period, it will be declined
- persons who have had a removal order issued against them by Immigration, Refugees and Citizenship Canada (IRCC) or Canada Border Services Agency
- refugee claimants or individuals involved in a federal appeal or removal process – the AINP does not intervene in the federal refugee claim, appeal or removal process
- you are a foreign national living or working in Canada with no valid temporary resident status
- your business is on the list of ineligible businesses listed below
Eligible businesses – FGSVS
It is our responsibility to ensure our proposed business meets the criteria for eligible businesses. If it is not an eligible business or does not clearly demonstrate a significant economic benefit to Alberta, your Business Application may be declined.
The proposed business should have the potential for creating economic benefit to Alberta, in the opinion of and as determined by the AINP. A proposed business should align with the following requirements to be eligible under the FGSVS:

- The purpose of the proposed business should be to make a profit from active or earned income, not passive income, through the sale of goods or provision of services.
- The proposed business should comply with any applicable federal, provincial or municipal legal, regulatory or licensing requirements that govern its operation. This includes Alberta labour laws, including, but not limited to, employment standards, occupational health and safety, and labour relations legislations.
- The proposed business should comply with applicable trade certification requirements in Alberta. For example, businesses in a compulsory trade must have a valid Alberta Apprenticeship and Industry Trade (AIT) recognized trade certificate. See the list of designated trades in Alberta (PDF, 314 KB)
- The business plan or pitch deck should indicate the proposed business is connected to one of the following sectors: technology, aerospace, financial services, energy, agriculture, tourism, life sciences, and pharmaceuticals.
- The proposed business should have a physical place of business in Alberta at all times.
- For franchises, the ownership requirements and all other program criteria are the same as for other businesses. Candidates must also provide evidence that they have received support from the master franchisor to operate a franchise location.
- You must own a minimum of 34% of the business in an urban centre, or a minimum of 51% of the business in a regional area. You are required to reside in Alberta and be involved in the day-to-day management of the business. You may not do this remotely, or from another Canadian province or territory or from another country, and you are required to demonstrate residence in Alberta while on a work permit.
Ineligible businesses include:

- any business in contravention of the Immigration and Refugee Protection Act and Regulations – for example, immigration-linked investment schemes or passive investment
- businesses without a value-add economic component, including:
- pay day loan, cheque cashing and related businesses
- businesses trading in used goods
- businesses that would be considered passive investment or lack active management, including: insurance brokerage or business brokerage
- project based or seasonal businesses
- home-based businesses, including bed-and-breakfasts and lodging houses
- businesses that are part of a succession plan
- businesses involved in producing, distributing or selling pornography or sexually explicit products or services, or providing sexually oriented services
- any other type of business that by association would tend to bring the AINP and the Government of Alberta into disrepute, in the opinion of and as determined by the AINP
